Ochrona i promocja wolności religijnej w polityce zewnętrznej UE – między jednością a podziałami w Parlamencie Europejskim

Abstrakt
Po 2010 roku Unia Europejska zintensyfikowała działania na rzecz ochrony i promocji wolności religijnej na świecie w ramach swojej polityki zewnętrznej. Ich celem było wspieranie stabilności i bezpieczeństwa w otoczeniu zewnętrznym UE, jak również umacnianie jej pozycji jako soft power na arenie międzynarodowej. W ostatnich latach zauważa się jednak wzrost napięć politycznych wokół miejsca wolności religijnej w agendzie międzynarodowej UE, zwłaszcza wewnątrz Parlamentu Europejskiego. Celem artykułu jest wykazanie wpływu tych napięć między ugrupowaniami konserwatywnymi a liberalno-lewicowymi na kształtowanie i implementację wybranych instrumentów polityki zewnętrznej UE w obszarze wolności religijnej. Wyniki badań pokazują, że ugrupowania konserwatywne podejmują szereg istotnych działań na rzecz ochrony i promocji wolności religijnej na świecie, podczas gdy siły liberalno-lewicowe nie są właściwie zainteresowane tą problematyką. Brak porozumienia między nimi prowadzi zaś do osłabienia potencjału polityki zewnętrznej UE w tym obszarze.
